Originally envisioned as a market-rate apartment complex, the site was later subdivided to accommodate multiple housing strategies. RPM Architecture redesigned the master plan to include 20 duplex units for sale on one half of the property, while the other half was sold to Chelsea Investment Corporation and developed into the Carolita Apartments. The revised site plan was approved with conditions by the City of Porterville. RPM also conducted market analysis to support the revised development concept and guide product positioning for the duplex offerings.
